Ciaran, as Des says, correct. You would expect that to happen (HW = slack, LW = slack) deep within a narrow bay area like Carlingford, where the local event is the big picture. Think about it. But that would not at all necessarily be true at the mouth, where the bigger picture in terms of horizontal water movement is the filling and emptying of the Irish Sea.
